Assembly launches second edition of the Companion to Standing Orders

Members both former and present, guests, and parliamentary staff gathered at a reception to launch the newest edition of the Companion to Standing Orders for the Legislative Assembly for the Australian Capital Territory.

The Companion to Standing Orders is the official procedural commentary for the ACT Legislative Assembly. It covers the history and nuances of how and why the Assembly operates as it does. The first edition of the Companion was written in 2009 and edited by former Clerk Mark McRae OAM.

This new edition is a major update of that first edition and reflects on key changes to parliamentary law, practice, and procedure that have occurred in the 13 years since. Some major events covered include amendments to the Territory’s constitution – Australian Capital Territory (Self-Government Act) 1988 (Cth) – and the expansion from 17 to 25 members in 2016.

The ACT is one of only three jurisdictions with procedural commentaries, along with both houses of the New South Wales and Commonwealth parliaments.

The Companion to the Standing Orders of the Legislative Assembly for the Australian Capital Territory, second edition is edited by David Skinner and Tom Duncan, with assistant editors Mark McRae OAM, Max Kiermaier, and Celeste Italiano.
